I was having a similiar problem in my E30 and looked at the ignition system first. Plugs were way out of spec and the wires were baked and adding a whole bunch of resistance. Anyways, without changing anything else I increased my fuel consumption to 30+ mpg on my 318 and it runs much much better. The fuel pump circuit is apparently fine from the main pump up to the fuel pump relay plug.
